I have a Casio Pathfinder that I like. However, I’m in between sizes on the band.
Is there any way to stretch the band slightly and permanently?

No. It will damage the band. It’s easy to think of rubber as stretchable, but pliability of rubber varies greatly. Your best bet is to go to a watch shop and see if they have any bands available.
